A team is not one-to-one with a pod

Strong operating models define which teams exist at which altitude, what each team is accountable for, and which decisions belong at each level.

When decision rights are unclear, teams do not move faster. They escalate faster.

  • Portfolio teams own investment direction and value guardrails.
  • Program teams own cross-team coordination, sequencing, and dependency tradeoffs.
  • Pod teams own customer, product, or workflow outcomes within clear guardrails.
  • Decisions should move as close to the work as possible without losing investment control.

How accountability and decision rights cascade

Teams exist at three levels. Each level owns a different scope of value, accountability, and decision authority.

Durable value area
Accountability
Owns a durable value area and the investment outcomes tied to it.
Decision rights
Sets priorities, allocates funding, defines guardrails, and decides where to accelerate, stop, or rebalance investment.

Program Team

Coordinated outcome area
Accountability
Owns coordination across related outcomes, cross-team sequencing, and major dependencies.
Decision rights
Sequences major work, manages dependency tradeoffs, resolves cross-team conflicts, and escalates only when portfolio decisions are required.

Pod Team

Outcome-focused delivery scope
Accountability
Owns a defined customer, product, or workflow outcome and improves it over time.
Decision rights
Shapes delivery within guardrails, makes day-to-day product decisions, and adapts the work based on evidence from customers and releases.

The goal is not to centralize every decision. The goal is to centralize investment decisions and decentralize product and delivery decisions where the work happens.
